Parameter changes: tighten inflation min/max range and reduce goal bonded %

This proposal is an adjustment to the minting parameters of Dymension. This proposal is set to reduce the issuance of DYM tokens by the Dymension protocol. The following adjustments are proposed: reducing maximum inflation to 8%, increasing minimum inflation to 2%, and decreasing the goal bonded of DYM tokens to 50%.
